Non-Conforming Golf Clubs, Balls and Devices: The Legality Register

Almost nothing sold in a pro shop is non-conforming as it sits on the shelf. Golfers get penalised for legal equipment used illegally: slope left switched on, a driver built past 46 inches for a competition running the length rule, wedges from 2008 in an event running the groove condition. This register gives the numeric limit for each category, the rule it comes from, and what a breach costs.

Walk into any pro shop in Britain or the United States and you will struggle to buy a non-conforming club. Manufacturers submit heads for ruling before they tool up, and a head that fails does not reach a retail rack.

The way golfers actually get caught is different, and it is boring: legal equipment used outside the conditions it is legal under. Slope left enabled on a laser in a qualifier. A driver tipped and extended to 47.5 inches for a club championship that adopted the 46-inch Model Local Rule. A ball that isn't on the List of Conforming Golf Balls in an event where the List is in force. A 2008 wedge with sharp grooves in a county event running the groove condition.

So this page is a register rather than a warning. Four equipment categories, each with the number that governs it, where that number is published, how much room a typical retail product has to it, and what happens if you cross it. Every figure below is checked against the current Equipment Rules text and re-checked each January, because two of them have dates attached.

  1. The three ways something becomes illegal

    First, the item genuinely breaches the Equipment Rules. Rare in retail, common on eBay and on the fringes of the training-aid market.

    Second, the item is fine but a Local Rule in force at your event narrows the field. This is where most trouble lives. The Model Local Rules are optional tools a committee may adopt, and there is no rule requiring your club to shout about it. The notice on the board by the first tee is the whole legal instrument.

    Third, the item was conforming when you bought it and stopped being conforming in use. Grooves wear. Driver faces thin and creep upward in spring effect. And one whole category, golf balls, has a published change with a date on it.

    • Breach of the Equipment Rules: the club or ball itself fails a published limit.
    • Breach of a Local Rule in force: legal equipment, illegal competition.
    • Drift: conforming on purchase, out of spec after a few hundred rounds.
  2. Driver heads and club builds

    Four numbers govern a driver head, and all four have a published test tolerance behind them, which is why a head can measure fractionally over the headline figure and still be ruled conforming. The one that matters commercially is characteristic time, the spring effect of the face. Every serious manufacturer builds to the limit, which means the headroom on a modern driver is roughly zero by design.

    Length is the split people miss. The Equipment Rules cap a club at 48 inches. Model Local Rule G-10 cuts that to 46 inches and has been available to committees since January 2022. Stock drivers ship at 45 to 45.75 inches, so you clear both. Custom builds past 46 do not.

    Check the last two rows before you order a custom driver build, and the adjustability row before you touch a hosel wrench between nines.

    The penalty for making a stroke with a club adjusted during the round is disqualification. Adjusting it and not using it is the general penalty. That gap catches people who fiddle on the range at the turn.

    Grade band for a stock, unmodified retail driver: A. Grade band for anything built past 46 inches: D, because its legality depends entirely on whether your committee has adopted G-10, and you will not know until you read the board.

  3. Golf balls

    A ball has to clear five specifications, and only one of them binds on a modern design. Weight, diameter and initial velocity are cleared by everything on sale. Symmetry rules out the asymmetric-dimple anti-slice novelties that surface every few years.

    The Overall Distance Standard is the live one: 317 yards of carry plus roll under a defined test, with a 3-yard tolerance. In December 2023 the USGA and R&A announced that the test conditions themselves would change, not the 317-yard figure. Faster clubhead speed, higher launch, lower spin. Elite competitions run on the revised conditions from January 2028; everybody else from January 2030.

    The bottom three rows are the only ones that will change your ball choice. Everything above them is cleared by anything you can buy.

    The governing bodies' own published estimates of the effect are modest at recreational speeds: roughly 13 to 15 yards off the longest elite male drives, around 5 to 7 yards on LPGA speeds, and 5 yards or less for the average recreational golfer. If you swing a driver at 90 mph, the rollback is a rounding error in your season.

    Grade band for a current tour ball: C. Conforming today, on the List today, and certain to be re-engineered before 2028 because its whole design brief is distance at the top of the speed range. Grade band for a two-piece ionomer ball at 40 compression: A. Nothing in the revised test conditions comes near it.

  4. Wedges and irons: the groove specification

    Grooves are governed by five geometric limits that apply to clubs with a loft of 25 degrees or more, which in practice means everything from about a 5-iron down. The famous one, adopted in 2010, is effective edge radius. Old square-edged wedges from before that date generate more spin from the rough and fail the modern edge-radius requirement.

    Whether that matters to you depends on Model Local Rule G-2, which requires conforming grooves and punch marks. It is written for competitions limited to highly skilled players. Your Saturday medal almost certainly does not run it. A county qualifier or a regional final may well.

    Only the last two rows are actionable for an amateur: don't sharpen your own grooves, and check the entry conditions before you enter anything above club level.

    Sharpening your own grooves with a hand tool is the single most common way a club golfer converts a conforming wedge into a non-conforming one. The tool removes material at the edge, which is precisely the dimension the 2010 condition regulates. There is no upside worth the risk: a worn wedge that has lost 1,500 rpm is a wedge to replace, not to re-cut.

    A more useful way to think about wedge life is groove life. Most owners find a 56-degree wedge in regular use starts giving up noticeable spin from wet lies somewhere between 60 and 90 rounds, well before anything about it is illegal.

  5. Distance-measuring devices

    Lasers and GPS units are legal by default and illegal by setting. Rule 4.3a(1) permits a device that measures distance. It prohibits using that device to gauge elevation change, to measure wind, or to interpret the information into a recommended club or line of play.

    Carrying a slope-capable laser is not itself a breach. Using the slope function is. That distinction is why the mechanism by which your device disables slope matters more than any optical specification on the box: a committee needs to be able to see the state from outside the housing.

    The general penalty is two strokes in stroke play and loss of hole in match play. Read row six before every counting round: G-5 is the one that bans the device outright.

    Grade band for a laser with an external locking slope switch: A. The state is visible at arm's length and no argument is possible. Grade band for a menu-toggled unit or a phone app: C. It may be perfectly legal in use and you have no way to demonstrate that.

  6. How the Conformance Grade is banded

    Every item on this site carries one letter. It is not a quality rating and it says nothing about how the thing performs. It answers one question: how likely is this to cause you a problem at a scorer's table?

  7. A twenty-minute audit of your own bag

    Do this once, in February, before the qualifying season starts. It is faster than it sounds and it removes the entire category of problem this page is about.

    • Measure your driver from the heel end of the grip to the sole with the club soled at a 60-degree lie. If it reads over 46 inches, find out whether your club has adopted Model Local Rule G-10.
    • Check your driver head model against the List of Conforming Driver Heads. Second-hand heads, foreign-market heads and anything described as 'hot' or 'tour issue' are where the exceptions live.
    • Check your ball against the List of Conforming Golf Balls, matching the model name and the marking on the ball, not just the box.
    • Look at your most-used wedge under a strong light. If you can catch a fingernail on the leading edge of a groove, or if anyone has ever taken a sharpening tool to it, retire it.
    • Put your laser on the bench and work out how a stranger would know its slope function is off. If the answer involves opening a menu, treat the device as Grade C and plan accordingly.
    • Photograph the competition notice board on the day. If a Local Rule turns out to matter, that photograph is the record.

    One honest caveat on all of the above: in a friendly fourball none of it matters. Slope on, 48-inch driver, sharpened wedges, unlisted ball. Rule 4.3a still technically applies to any round played under the Rules of Golf, but nobody is signing your card. The register exists for the rounds that count towards a handicap index or a trophy, and it is worth exactly nothing outside them.
